VACANCY CIRCULAR

Sub: Filling up one post of Regional Home Economist in Directorate of Extension, Department of Agriculture and Farmers Welfare on deputation basis.

One post of Regional Home Economist in the pay scale of Rs.15600-39100(PB-3) plus Grade Pay of Rs.5400/-(Level 10 in Pay Matrix recommended by 7th CPC), General Central Service, Group ‘A’, Gazetted, Non-Ministerial is proposed to be filled in Directorate of Extension, New Delhi on deputation basis from officers of Central Government:

(a)(i) Holding analogous posts on regular basis in the parent cadre or Department; or
(ii) with two years’ service in the grade rendered after appointment thereto on a regular basis in the posts in pay band-2, Rs. 9300-34800/- plus grade pay of Rs. 4800/- or equivalent in the parent cadre or department; or
(iii) with 3 years’ service in the grade rendered after appointment thereto on a regular basis in posts in pay band-2, Rs. 9300-34800/- plus grade pay of Rs. 4600/- or equivalent in the parent cadre or department; and

(b) Possessing the following Educational Qualifications and Experience:-

Essential

i) Master Degree in Agriculture or Agricultural Extension or Sociology or Home Science Extension from a recognized Agricultural University or Bachelor of Science (Agriculture) from a recognized University or Institute with Master of Business Administration from a recognized University or Institute.
ii) Three years’ experience in Agricultural Extension works in any Government Department or Autonomous or Statutory Organization or in any University or recognized Institution.

Desirable

(i) Two years’ experience in conducting Agriculture or Home Science Extension Training Programmes.

2. Period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other Organization or Department in the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation shall not be exceeding 56 years as on the closing date for the receipt of applications.

3. Duties attached to the post of Regional home Economist are as under:-

  • To promote mainstreaming of gender concerned in agriculture.
  • To collect, analyze and document information (both from primary and secondary sources) on women in agriculture and to facilitate development and maintenance of comprehensive data base on women related policies/ issues in agriculture and allied sectors including NRM.
  • To monitor and assess the Gender impact of various on going programme of agriculture and allied sector including NRM
  • To identify & float macro/ micro level studies.
  • To review the existing laws and other Government decisions/ measures relating to basic production resources from women’s prospective.
  • To forge effective functional linkage with various Departments, Ministries and Research and Extension Institutions.
  • To facilitate preparation of suitable training modules on gender issues in agriculture.
  • To view the existing policies related to land, water, forests with respect to their impact on women farmers.
  • To promote ‘action research’ on critical issues.
  • To organize national level interactions between policy maker/ administrators and women farmers.
  • To bring out publications on gender related issues.

4. Officers selected will have the option to draw his grade pay plus deputation (duty) allowance or to have his pay fixed in the scale of pay of the post in accordance with the Department of Personnel and Training’s O.M. No.6/8/2009-Estt.(Pay II) dated 17th June 2010, as amended from time to time.

5. Applications of interested and eligible officers, who could be spared in the event of their selection, may be sent, through proper channel, in the enclosed proforma (in Triplicate) along with their last five years’ Annual Confidential Reports/APARs so as to reach the “Section Officer (Extension), Room No. 332, Ministry of Agriculture and Farmers Welfare, Department of Agriculture & Farmers Welfare, Krishi Bhawan, New Delhi” within 60 days from the date of publication of this advertisement in the Employment News/ Rojgar Samachar. While forwarding the applications the sponsoring organizations should verify and certify that the particulars furnished by the applicant are correct. The Certification shall be done by the Employer/Cadre controlling officer not below the rank of Deputy Secretary/ Director to the Govt. of India at the last page no.5 of Bio-data Performa.

6. The following documents also need to be sent along with the application:

(i) Cadre Clearance Certificate
(ii) Vigilance Clearance
(iii) Integrity Certificate signed by an officer not below the rank of Deputy Secretary/Director to the Government of India.
(iv) Major/Minor Penalty Statement during last ten years
(v) Photocopies of ACRs/APARs of last five years i.e. from 2018-19 to 2022-23 duly attested on each page by an officer not below the rank of an Under Secretary to the Government of India. If for some reasons, the ACRs/APARs of the officer have not been written for a particular year or a part of a year, a `No Report Certificate’ (NRC) for the period may be sent along with the ACRs/APARs of the corresponding previous year (s).
(vi) Self attested photocopies of the Degree certificates, experience certificates or any other document in support of the educational qualification/details/information as mentioned in the Bio-Data of the applicant.

7. Applications received after the last date or without the ACRs/APARs, integrity certificate, major/ minor penalty statement and vigilance clearance or otherwise found incomplete will not be considered.
